To which shall be referred all proposed legislations, messages, petitions, memorials and other matters relating to:

• Geological and cadastral-survey, mining, hydrology and meteorology;
• Matters relating to energy and their regulations, utilization and conservation;
• Extraction of minerals, oil and gas exploration and production;
• National parks, wilderness areas and public lands;
• Air, land, and water pollution;
• Energy and environmental policies, programs and projects.
